Web guys have been doing this for years and there is massive benefits especially in terms of productivity.  However a ten hour work day four days a week means that these people are working another 2.5 hours a week than before.

Well, they're government so that's debatable.

the biggest risk with the 4x10 work week (at least in my industry) is that when 'crunch time' hits, and you're expected to put in long hours, you're now working 6x10s.  Or if it's 'an emergency' and you get called in on your off day during 'business hours', so you wind up working 4x10 and 1x8.
